Municipality of Apeldoorn: with P2000 integrated security systems

This spring, the ‘Werkgebouw Zuid’ of the municipality of Apeldoorn was put into use at the Krayersmolen business park in Apeldoorn.
In the modern, iconic building with visible architecture in a lot of steel and glass, various services have been brought together, such as the management and maintenance service of the municipal construction sites, part of the fire brigade, the ambulance service of Connexxion and Foenix Recycling and Reintegration.
Mactwin Security Solutions took care of the integral security. Three years ago, Martijn van Kampen, construction project manager at the Municipality of Apeldoorn, was commissioned to develop a building in which various (municipal) services could be accommodated.
Martijn van Kampen: “These services were spread over various locations in Apeldoorn. Some locations, such as those of the ambulance service, were logistically not very convenient, other locations were very outdated and would have to be renovated. Research has shown that merging the services at a new location to be built was cheaper than maintaining or renovating the current locations. And we will also save money in the future with this new building. This is because we can now share the costs of various support facilities, such as cleaning, canteen facilities and meeting rooms.”

Concept implemented to the maximum

It has been quite an achievement to realize the new building in just 3 years; from planning, architect selection and tendering to the actual construction and completion.
With the building designed by the (occasional) architect duo Courage Architects from Apeldoorn and Mies Architecture from Ede, the municipality has gained a beautiful building.
Not only on the outside, but also on the inside, the building is made of a lot of steel painted in black.
It gives the building a robust, industrial look.
This is further enhanced by the openwork ceilings with exposed (black) cable ducts and tubes.
The fact that the concept has been implemented to the maximum is also evident from the fire detectors and door pushers, which were executed in black at the request of the architects.
The lower floor of the building is used by the maintenance services, fire brigade, ambulance and the thrift store.
The upper floors house the office spaces, meeting rooms and canteen.

Security systems linked to P2000

Werkgebouw Zuid is equipped with various security systems, such as a fire alarm and evacuation system, access control system, burglary protection, a camera system and an intercom system.
These different systems have been integrated as much as possible with the help of Mactwin’s Cemacs Security Management System .
Martijn van Kampen: “The separate systems are integrated with each other, but also with the P2000 communication system of the fire brigade. As soon as a report is received via P2000 and a fire is raging somewhere in Apeldoorn or the surrounding area, a different signal is sounded than with an internal fire alarm. In the event of an external fire, the doors in the walkway to the fire engines are also opened so that the firefighters can reach the trucks as quickly as possible. In that case, the roller door through which the cars drive out will also be raised automatically.”
Thanks to the Cemacs integration platform, all reports from the various security systems are received centrally.
The platform also contains the floor plans of the building, so that it is quickly clear where a possible report comes from.

Zoning

Due to the size of the building and the different users, the evacuation, access control and burglar alarm system are divided into zones.
“If we didn’t do that, if there was an internal fire alarm on one side of the building, the entire building would be evacuated. At first, that goes way too far. The physical distance from one side to the other is just under 200 meters,” says Martijn van Kampen.
The zoning in the access control system is mainly related to the different users.
Every employee has been given an access pass.
The access control system determines where in the building and when it grants access.
This personal pass is also used for other purposes, such as copying.
Only the public areas, such as the stairwells and the canteen, are accessible to all employees.
“It was a big puzzle to determine all of this.”
The burglar alarm system is also divided into zones.
These zones are necessary because there are 24/7 fire and ambulance personnel in the building.
This is in contrast to the other services in the building.
